3rd Summit of the Council of Europe


Member countries of the Council of Europe agreed on 8 July 2004 to hold a Summit of Heads of State and Government on 16 and 17 May 2005 in Warsaw, at the invitation of the Polish Government.


The Summit will be the third to be organised by the Council of Europe. The first took place in Vienna in 1993, following the fall of communism and the development of new democracies in central and eastern Europe. The second Summit, held in Strasbourg in 1997, gave a new impetus to human rights protection, including the decision to set up a Human Rights Commissioner for Europe.

Since the first Summit in Vienna, the Council has doubled in size. It now has 46 member countries and covers a Europe of around 800 million citizens.

Council of Europe Youth Summit
15-16 May 2005, Warsaw
The Youth Summit of the Council of Europe will be held parallel to the Summit of Council of Europe Heads of State and Government on Sunday 15 and Monday 16 May in the Polish Parliament (Sejm). The Secretary General of the Council of Europe, Terry Davis, will participate in the opening of the Youth Summit on 15 May. (more ...)

Extraordinary Meeting of the Liason Committee of INGOs
Warsaw University, 14-15 May 2005
An extraordinary meeting of the Liaison Committee of INGOs will be held in Warsaw University on Saturday 14 May 2005. The participants will gather at the monument of the Warsaw Ghetto on the morning of Sunday 15 May. The Secretary General of the Council of Europe will speak at the opening of the meeting. (more ...)
