On the 4th of July 2002, Włodzimierz Cimoszewicz, Polish Foreign Minister and Walter Schwimmer, Secretary General of the Council of Europe signed an agreement on transformation of the Information Centre on the Council of Europe in Warsaw into the Information Office of the Council of Europe which has become an institution of the Council of Europe.
